[Commotion-admin] [commotion-service-manager] CSM version 2.0 (#16)

NOTES from testing:

* Adding an application redirects to an error page with no explanatory information as to why it fails
--> this seems to only occur when checking one of the collaboration fun or community boxes

* CSM occasionally gets up to 40% of CPU usage but for the most part is stable

* Applications do not seem to propagate to neighboring nodes, even over an extended period

* PID shows that CSM rebooted at least once over a 24-hour period. More results pending

* Serval MDP broadcast received response from neighboring nodes
