Thanks for doing this testing. The first error you are seeing should be addressed by recent commits to the CSMv2 branch of luci-commotion (images with this fix are at http://files.opentechinstitute.org/~danstaples/CSMv2/).

For apps not propagating, I would suggest following the logs on neighboring nodes when you add an app announcement, `grep`ing for commotion-service-manager, and looking to see if they received the announcements, and if so, why they were rejected.
