[Commotion-admin] [commotion-router] Missing HTTPOnly Flag for sysauth Cookie (#32)

There's a regression in the Commotion 1.1 release. It looks like the luci core libs are being [compiled instead of installed as full source](https://github.com/opentechinstitute/commotion-router/blob/master/config#L1999-L2003), so the patch to dispatcher.lua is being rejected.

Short term fix would be to [build the luci core libs as source](https://github.com/elationfoundation/luci_tutorials/blob/master/06-debugging.md#build-settings) and check that the patch still applies cleanly.

Long term fix would be to [submit an upstream patch](/opentechinstitute/luci-commotion/issues/44).
