[Commotion-admin] [commotion-linux-py] Include various network stack tweaks as failure-recovery routines (#17)

When (and only when) a connection isn't successfully completed, try the following:
- Restart network-manager, wpa_supplicant, etc.
- Destroy and recreate the active interface
- If allowed, cycle through other available wireless adapters
- Unload and then reload the kernel driver for the mesh interface, then re-try the connection
