[Commotion-admin] [luci-commotion] Hostname allows blank values in setup wizard (#159)

Because the hostname is pre-set to commotion the first page of the setup wizard will accept blank values and then simply not change the default hostname from commotion. The proper behavior should be to throw an error to the user prompting them to add a hostname.
