[Commotion-admin] [luci-commotion] Hostname allows blank values in setup wizard (#159)

To Test:

* Create a build that uses 
-- luci-commotion branch 168
https://github.com/opentechinstitute/luci-commotion/pull/168

-- commotion-lua-helpers branch 4
https://github.com/opentechinstitute/commotion-lua-helpers/pull/4

* On the first page of the setup wizard delete the hostname value entirely. 
* press next
* The .js rangelength() function implemented by .cbi only works inconsistently, but the back-end change in lua-helpers will return the user to that page to fix their input if it is blank. I am looking into a upstream patch to fix this function.
* Because there is a back-end implementation the hostname can be tested with and without js.
