[Commotion-admin] [commotion-client] Module-Manager Module GUI (#5)

This module will be an interface for installing, uninstalling, loading, and unloading non-core modules. This will rely on the Module Manager Utility scripts to manipulate the modules. This will rely on the config manager to save and load default settings.
