[Commotion-admin] [luci-commotion] Setup Wizard does not complete (#160)

After entering all values in Setup Wizard and clicking Save & Apply, Setup Wizard shows "working" animation but never finishes.

Still investigating source of problem.
UCI changes appear to be written to config files, but it doesn't look like init scripts are being run.

Node seems to work on reboot.

Check /usr/lib/lua/luci/view/commotion/apply.htm, /etc/config/ucitrack, /etc/uci-defaults/,
