[Commotion-admin] [luci-commotion] Client Controls > Welcome Page: Add the ability to preview the HTML view of the welcome page (#397)

At the moment users can edit the HTML or upload an HTML file, it'd be great to have the ability to preview what the Welcome Page will look like to users.

The easiest way to do this would be to add a "Preview" button that opens the welcome page in another tab.
