[Commotion-admin] [luci-commotion] Add Reboot router to the basic menu in the administration (#398)

Frequently users need to reboot the router, which is currently buried in the advanced menu. It would be great to have this in the Basic Menu. As part of the next iteration on the UI design, we should assess where the best place for this should be in the basic menu, e.g. as a button in the left menu or as an option on the main Status page.
