[Commotion-admin] [commotion-router] New TP-Link WDR4300 configs won't broadcast multiple APs (#132)

When running a 5GHz and 2.4GHz AP, the 5GHz SSID is the only one broadcast. If I remove the 5GHz interface, the 2.4GHz AP shows up.

@jheretic this is the 1.1rc2 image + cherry picked configs that we discussed this morning. The source is in the [tplink-config](https://github.com/opentechinstitute/commotion-router/tree/tplink-config) branch.
