[Commotion-admin] [luci-commotion] Remove "Finish" button from UCI changes confirmation page (#403)

When UCI changes are being applied, at least for the Setup Wizard, pressing the `Finish` button disrupts the changes and causes the Setup Wizard button to continue showing up on the web interface even after the node is fully configured.
