[Commotion-admin] [commotion-translation-generator] Research: Compare strings to minimize duplication (#8)

The translation generator tries to minimize duplicate entries by checking for duplicate strings, but is easily fooled. Strings must be a 100% match, including punctuation and line breaks, to be caught by the check. LuCI's translate function also requires a 100% match in order to swap the correct translation.

It would be great if the script could check for similar strings or near matches, allowing developers to correct minor formatting issues or reuse existing strings and translations elsewhere in the UI, and minimizing duplication of effort by the translators.
