[Commotion-admin] [luci-commotion-apps] add app confirmation message; properly blacklist apps (#73)

addresses issues #70 and #72

to test:
1) add application, as both admin and non-admin, and make sure confirmation message appears.
2) blacklist the app and make sure it does not show up on home page
