[Commotion-admin] [commotion-docs] Add information on Amateur (ham) radio operators to Identify Neighborhood skills (#169)

In [Identify Neighborhood Skills](http://commotionwireless.net/docs/cck/planning/identify-neighborhood-skills/), it has been mentioned that we should include information on amateur radio operators as local resources. Specific comment below:

"I would add – TRY TO ENGAGE ANY LOCAL AMATEUR (HAM) RADIO OPERATORS  – we use a very similar concept  with something called HamNet Broadband   (http://www.broadband-hamnet.org/). Not all Hams will be familiar with it but when it comes to running cable and mounting antennas they will have all sorts of experience and tools. We typically have a strong sense of community service and this is the sort of thing we would be attracted to.  In addition you can find a ham almost anywhere in the world short of North Korea. (and we are easy to find – look for the house with the huge antenna above it)"
