[Commotion-admin] [commotion-docs] In Rooftop Basics, add more information about installing cables (#171)

In [Learn Rooftop Basics](http://commotionwireless.net/docs/cck/building-mounting/learn-rooftop-basics/), we should have more specifics about installing cables to avoid damage. This comes from a public comment, and the full text is below:

"When running the cable be careful not to deform it with fasteners ā€“ zipties installed too tightly or incorrect staples as well as being aware of bend radius; using a grommet when running the cable through a wall and reinforcing the cable when running it over an edge (reinforcing it with multiple layers of electrical tape or something similar).

Iā€™d also suggest that it should be mentioned that best practice (which may not be able to be achieved in a developing nation) would be the use of shielded cable (and connectors) and installing a lightning arrestor ā€“ especially if the radio is mounted outside and is the highest point on the building."
