[Commotion-admin] [mlab-observatory] Date Scrubber: Support views > 1 month in duration (#15)

This relates to @georgiamoon 's comment in email about the daily view. Currently when you select daily view, the graph displays metrics for one day, but the scrubber time increment is still one month. Scrubbing then selects the next/previous month. For now, not deploying daily view to production because of this.

When selecting daily view, the scrubber should adjust to days. Perhaps there should also be a start/end date picker in V2
