[Commotion-admin] [luci-commotion] Set up wizard does not allow configuration of multiple radios (#444)

Set up wizard forces user to choose between radio devices, but cannot add a new interface (the way you can in Administration->Basic Configuration->Mesh Network and Administration->Basic Configuration->Wireless Network
