[Commotion-admin] [mlab-browser-ext] Global Extension Preferences (#23)

Add the following preferences in the Add-ons preferences page for the following:
- Choose location to store M-Lab Browser Extension data
- <Export My M-Lab Test Data> <select format: csv, JSON>
- When to send my test data to M-Lab?
-- <Select> Automatically, Daily, Weekly, Monthly, Manual: <Send Now Button>
-- Also send my results to my server:
--- SSH options for pushing test results to a user specified location
