[Commotion-admin] [mlab-browser-ext] Global Extension Preferences (#23)

Additional Global Preferences for User Annotation:
* My Categories for annotating tests, with some suggested categories (Home, Work, coffee shop, etc)
* Ability to add multiple categories and save them.

This data would be available to the end user, for example when running tests of exporting their data, but it would not be submitted to M-Lab
