[Commotion-admin] [mlab-browser-ext] Integrate User Annotation Global Preferences into test UI (#26)

Issue #23 will provide a global preference for users to store arbitrary categories to use in annotation of tests they run. For example, "Home", "Work", "Coffee Shop". 

Integrate the user categories set in global preference into the UI where tests get selected and run. 
Referencing the UI/UX Mockups, this selection might be places in the left column above "Pick a tests to run:" The user should be able to select their category prior to running any test. Also provide a + link here to send the user over to the Add-on global preferences to configure/re-configure categories.
