[Commotion-admin] [mlab-observatory] Explore View: Access ISP and transit ISP should both be colored, not just access ISP (#13)

Currently if you select two different ISP combinations in Explore view, only the name of the access ISP matches the line in the graph:

The line represents the ISP combination, so the entire combination should match the color (e.g. all of "Cablevision on Cogent" should be color coded).
