[Commotion-admin] [mlab-observatory] Explore View: Access ISP and transit ISP should both be colored, not just access ISP (#13)

This was a design choice. Coloring the entire combination would would necessitate all access ISP x transit ISP selections to be listed in the sentence / legend which would lead to redundancy and space issues. For example, "Cablevision on Cogent, Comcast on Cogent, TWC on Cogent in New York" vs. "Cablevision, Comcast, and TWC on Cogent in New York"

We think the chosen design was visually more effective without losing meaning in the above scenario. Happy to discuss.
