[Commotion-admin] [luci-commotion] Setup Wizard: "Skip this step" option for adding AP (#462)

When going through the Setup Wizard in Commotion, there isn't an option to *not* add an Access Point, even though the new language says it isn't recommended on single-radio devices.

One option would be a "skip this step" button, or something similar so that an AP is not added to the system.

Another option would be to have the AP not defined by default, and users would need to actively click "Add" to create the AP.
