[Commotion-admin] [commotion-docs] Change link to Issue Tracker on Developer Resource page (#346)

On the [Developer Resources page](https://commotionwireless.net/developer/resources/), there is a link to the Commotion issue queue, except that it goes to the general Open Tech Institute organizational issue queue.

Since there are a lot of projects in the organization, it makes more sense to point the link at a specific Commotion issue queue.

The link to the Issue Tracker is currently this:
https://github.com/issues?q=is%3Aissue+user%3Aopentechinstitute+is%3Aopen

Change the link to point at a specific Commotion issue tracker such as:
https://github.com/opentechinstitute/commotion-router/issues
