The short answer is yes.  Commotion does not require an internet connection.

Basically you'll need a couple of laptops or computers running Unix but
there are prepacked images around.

You may need an email server and there is an open-source telephone exchange
which can work with smartphones.  Commotion only gives you the network.

Other options would be one of the mesh messaging systems floating around
android.

The big question is how much technical support do you have on the ground?
