[CMI-CM] CATS planning

Eric Hiltner suggests that we should organize a massive turnout of
bikers at the next CATS planning meeting. 

This is my message to instigate such a thing. Hopefully Eric can jump
in at this point and give us the date and time and place of the
meeting.
