You do not need a static IP address to share your DSL line
with others.  However, you probably *should* check your
agreement with your ISP.  Usually it has some limit on
what you can do with it, and it might prohibit sharing.
However, some agreements allow sharing.  They are usually
more expensive.

In the long run, we want to make every street a wireless
corridor.  Suppose there was a line of stations down Race
Street.  If one of the ones in the middle died, the system
would be broken.  Suppose there was also a line of stations
running parallel to Race Street, with frequent cross-connections.
Then if one station on Race Street died, the traffic would be
routed around it to the parallel street.   The more alternate
routes, the more robust the network.  So, more stations makes
the network more robust.
