I feel that is quite closely related to mesh networking.

The importance of a 3rd broadband network arises not
from technical deficiencies of the other two broadband/
media apparatus---the legacy cable and telephone networks.

The importance of a decentralized, owner-operated
broadband network is to address the political and
economic exploitation and harms, inflicted on society
by the existing, top-down information systems.
