Sounds pretty cool - and totally doable. Great idea!

Have you ever heard of a Pirate Box? (Look familiar, Urbana folks?)

It's half of what you described, minus the ability to stream any MP3 
files anyone uploads. But you could easily add that with the icecast 
package for OpenWRT.
