[Imc-members] Proposed Staffing Changes at the IMC

IMC members:

As some of you may have heard, Carol Ammons has made a decision to
transition into a new position at the IMC that will focus more on Program
Development and Community Outreach, cutting back her hours significantly,
at least for a while. Members of the Expanded Personnel Committee (EPC)
think that this is a good change for both Carol and the IMC and support the
change wholeheartedly.

In conceptualizing a proposed new staffing plan for the IMC, members of the
EPC (Deloris Henry, Caroline Yang, Gary Storm, Durl Kruse, Danielle
Chynoweth and David Green) have proposed creating a "staffing collective"
where a team of three salaried employees will share staff leadership
responsibilities and play a much larger role in clarifying and implementing
the mission and goals of the IMC than they have historically, alongside
Board members, Working Group members, and the General Membership. The team
will also coordinate the activities of contract staff (i.e., maintenance,
bookkeeping and specialized technical staff).

In reviewing staffing needs, the EPC also reviewed the organization and
behavior of the Board of Directors with a goal of streamlining monthly
meetings and allowing Board members, salaried staff and guests to devote
more time to issues and decisions related to IMC mission, goals and
programs at the meetings. Legal/administrative recommendations would be
hammered out within the Standing Committees of the Board, and chairs would
circulate written proposals for time-limited discussion and action at the
monthly meetings. A critical requirement for these committees to perform
more effectively, however, is increased Board, Working Group and General
Membership participation on the committees. Please consider joining one or
more of them: Finance, Building/Facilities, Programming,
Fundraising/Membership and Personnel.

To be more specific about its staffing proposal, the EPC is recommending
that three salaried positions be created. In addition to the position of
Development and Outreach Coordinator that will be offered to Ammons (20
hours/week; $14/hour with performance benchmarks for moving to $15 and then
$16/hour)

The positions will include a Building and Finance Coordinator (20
hours/week; $10-13/hour) and a Venue and Media Training Coordinator (20
hours/week; $10-13/hour). While each position will have its own specialized
responsibilities, the three staff members occupying them will work as a
team in exercising practical day-to-day leadership at the IMC and will have
sufficient understanding of general office resources and procedures to
"take-care-of-business" when others are not in the building. Each staff
member will also be expected to make efforts to increase revenue for the
IMC using his/her specialized talents and abilities.

The EPC is proposing that the three salaried staff meet weekly for very
structured staff planning sessions where work assignments for the week will
be identified and assigned. These sessions will routinely begin with
progress reports on tasks assigned the week before. A concerted effort will
be made to keep these planning sessions focused on IMC mission- and
program/project-related concerns, leaving administrative policy matters
largely to Board Standing Committees which would meet at least once
monthly, and probably more often. To insure good coordination between Board
and staff, each salaried employee will be assigned to at least one Standing
Committee, and a Board liaison will attend weekly staff meetings. This
Board liaison position, perhaps shared by more than one person, will help
insure that financial, legal and broader policy considerations are included
in staff planning,and that staff are held accountable to work assignments
they have assumed.

It should be noted that both the hours and salaries being proposed by the
EPC for each staff position  are "experimental" and influenced greatly by
the money available in the IMC budget. If staff, Board, Working Groups
and/or others are successful in generating new income for the IMC, both
hours and salaries may increase and/or additional staff may be hired. Until
financial resources are increased, however, the three salaried staff will
have to be paid within the salary ranges specified for the positions based
on their individual skills, experience, and professional history.. Hours
may have to be adjusted based on the practical demands of each job.

consider coming to the July Board Meeting (Tuesday, July 30 at 6:00 in the
