[Imc-newsroom] LiP: The FCC's Low Power Trojan Horse

This got caught for moderation by the list's spam protections but I
let it through. Is this the kind of thing that people want to see on
this list or should I reject things like this (basically I think this
was sent to every imc news contact on some master list on the global
site).
