Per the question if mp3s can be uploaded from DC.  The answer is: YES.

The problems with mp3s has been fixed with the newest version of active 
software running our website.  Now mp3s can be uploaded without problem.  I 
will put together step-by-step instructions for mp3s in the coming weeks.

To upload them from DC will require an internet-connected computer with a 
soundcard and recording application.  If people in the field (DC) want to 
just upload raw, unedited audio, folks here in Urbana can edit it.

I don't know if there will be a convergence or IMC space in DC--if so, then 
you can probably upload audio there.
