* TIFs, DEVELOPMENT, GENTRIFICATION AND BALANCING COMMUNITY NEEDS *
featured Saturday, April 16, 8 p.m. on Community, Media & You

Plans for Uptown's Wilson Yard TIF, the site of a former CTA train repair
shop that burned down eight years ago, includes building affordable family
housing, senior apartments, small retail spaces and office for nonprofits
and a Target. Critics believe TIF funds provides un-needed subsidies to
developers while fueling gentrification, but these plans are seen as a
smart balance of community needs. Host Thom Clark discusses TIF's, how
these plans came about and how this development will affect community
trends in the area in years to come with Alderman Helen Shiller of the 46th
Ward, Mark Fick of Organization of the Northeast and John Paul Jones of the
Neighborhood Capital Budget Group.
