UPTV likely has a videotape of the meeting and could either tell you 
when they'll rebroadcast it (which would let you tape it off TV) or 
maybe even let you copy it.

Working off the TV broadcast might be the easiest way to get good audio 
and not worry about 1000 other factors. Basic cable at the IMC would be 
$10/mo and might well be worth the investment.
