[Imc-tech] indymedia now temporarily logging IPs

as a result of recent Steering Committee policy, the indymedia vhosts
are now logging IPs. There are now 2 logs on my server imc-access.log
and imcfull-access.log. The former is the old log without IP addresses
which we will continue to use to generate statistics. The latter is
the same log but with IP addresses included for every hit. Logs of the
later type will be deleted on a regular basis, logs of the former type
will still be archived indefinitely.

IP data should not be used for purposes other than those explicitly
delimited by the steering committee.
