[Imc-tech] Active 1.7.0 upgrade

UCIMC Tech Team,

I'm working on upgrading Active to 1.7.0.  Here's the work-in-progress:

A lot of stuff is broken, but it's a lot less than at first.

Two questions:

1) Why does urbana.indymedia.org use cookies?

2) Which color scheme do we want to use:
	a) http://www.indymedia.org/
	b) http://urbana.indymedia.org/
	c) other?
