[Imc-tech] UNICODE->SQL_ASCII

I'm Cc'ing this to global imc-tech to make sure they know about this
issue with postgresql.

Let it be known that all our tables now use the SQL_ASCII encoding
rather than UNICODE encoding because of a bug in earlier versions of
postgres we have a bunch of non-unicode compatible characters in our
webcast table so there is no easy way to make it compatible with the
new stricter unicode support in Postgres 7.2 (which I just upgraded
to).

This shouldn't really mean anything to worry about for our IMC but it
could cause a major hassle for some international IMCs if they are
using UNICODE in their database entries.
