[Imc-tech] php.ini upload_max_filesize

I just uploaded a 6.2 MB mp3 files with no problems. Granted it was at the
university and so probably went at around 512kbps, but I couldn't even get
that to work several weeks ago. I'll give it another shot from home at
128kbps up. Maybe Clint can give it a go from the IMC tonight?
