Well, eventually it does belong there.  I think it's useful for tech to 
figure out the possibilities and permutations first, then clearly lay 
them out to the whole IMC.  It minimizes confusion and people freaking 
out because they don't have all the facts.

IMC Tech, however, should not make this decision.
