I think it would be best for tech to meet first, to really assess what the resources are -- it seems that labor is the real issue, even if a lot of global folks will do the day-to-day stuff.

I doubt anything would be done very quickly -- I think this would be a
longer term plan; but would someone like to e-mail the global imc-tech
team and at least make the offer?  I think we should definitely make the
offer and put ourselves on their radar.
