[Imc-tech] Spotty Website

I've restarted apache. 

I think there have ALSO been problems with OJCs network which we are
still on.

There is currently a cronjob that restarts apache every 5 hours so any
problems that last more than 5 hours are probably deeper than the
usual apache problems.
