[IMC-Tech] Server/Transmitter Room Issues

FYI I do not believe the intermittency is related to the DNS issue. I
think it is a network problem at the IMC or a hardware problem on
imsahp (Dan is looking into the hardware problem possibility). But
I've not been awake during the outages to know for sure.
