as zach said, we are not having network issues... just imsahp issues.
when imsahp is not accessible from its outside ip, i am able to get to
it from its internal address.  we are working on this problem.

as i understand it, the only way to actually turn the power off on the
transmitter is to go upstairs and unplug it.  i am assuming when ray
says the transmitter was off that he means the transmitter check
software said it was off.  this means someone turned off the
transmitter but did not power it off.  if this wasnt the case, then he
would not have been able to turn it back on unless he physically went
upstairs (which i dont think he has access too).

in the past the transmitter has been turned off (not powered down) on
accident.  i am assuming this happened again.
