[IMC-Tech] footer question

oh, so i now see how i can edit the menus myself, but i don't want to  
without some coordination with others.  how do you all feel about me  
changing the menus in the aforementioned way?

also, i need to add "supported in part by the Illinois Arts Council,  
a state agency" to our footer to comply with the grant requirements  
(that's the only requirement, by the way).  i can't find how to do  
this.  help?
