Matthew,
You do _not_ need to pay anything to use the UC IMC site.

We're in the process of updating the website, so some old links may not 
work well, like the one you provided. Please use this as the pointer 
toward UC IMC:
http://www.ucimc.org/

If you need to register as a user, then use this link:
http://www.ucimc.org/user/register

That is the same URL that you provided, but it could be causing a 
problem if you have an old cookie or something that might be overcome if 
you go to the first link, then go to the new account page. I'm cc-ing 
this to the Tech list in case they recognize something that needs attention.

The captcha thing IS definitely updated, as the old one lost functionality.

Let us know if this doesn't fix things.
