[UCIMC-Tech] IMC-Tech Steering Updates

Although it isn't completely finished, Chris Ritzo and I have completely
reimplemented the server room with rackmounted servers, new switches, etc.
Performance issues on the main site have been cleared up somewhat as well,
and we're deploying new wireless gear in and on the building.
