[UCIMC-Tech] Glitch in Submitting Articles

I've confirmed a glitch that was reported to me in submitting articles 
anonymously.

If the captcha is properly entered and the "Enter" key on the keyboard 
is used to submit the story, the site does not accept the article and 
clears whatever is entered for Topic and Scope. This does not happen if 
a mouse click on the Save button is used.

Not a big deal, but the concern raised was that this might cause 
problems with those who have abilities that are limited in some fashion 
submitting stories.
