[UCIMC-Tech] Fwd: [RFU] timezone wrong on web server

When new users sign up, they can choose their time zone, but we're talking
about the default site timezone. I believe it's set to GMT -5 right now and
should be GMT -6.

I can look into this tonight unless another imc-tech'er can fix it before
that.
