[UCIMC-Tech] install libneon to get Subversion working? [was: svn not working]

Hi Barry,
We're eventually going to move from freebsd to debian I believe, so perhaps
this will be resolved then. For now, I think you're approach is best
(building your own) since no one else has requested this. The tech group
uses git for instance, so svn isn't even an issue for us.
